Maximize reader progress bar only when pages are loaded

It takes away space for the reader overlay to get opened while an error is shown.

Prevent EmptyView from taking over click events
...
E.g. in the reader it was not possible to open the overlay while the EmptyView was visible due to it blocking the readers click handling
